A lot things happened in last 24 hours all around india. Many colleges joined us in our protests and hunger strike.

It was 9th day for our hunger strike and volunteers are now concentrated themselves on awareness in common mubai people. Hunger strike in KEM hospital and IIT Delhi is next phase of what AIIMS started and IITB consolidated. There was a wrong message around about IITB ending its Hunger Strike but we are prooving them wrong.

It was time to regain energy and make use of a "break" to refine strategy of Youth for Equality and its IITB connection.
We decided to continue our Hunger Strike till very end and YFE will make public aware of this reservation policy's drwabacks and we had a great response from our alumni's groups. Also many mumbaikars from other profession made it a point to convey their support to us.

We had a great public response in our Azad Maidan Rally on Sunday 28th. It was a gathering of all those who dislike this reservation policy and people from all fields like Students of arts, commerce, engineering and medical colleges , Lawyers, IT Professionals, Alumnis of all YFE colleges etc. were present there to express their feelings on the Issue.
Signature compaign was a success in its own league and we got more then 5000 signatures. TO continue our start of a greater path, we asked them to write postcard to " The President of India " about Govt. of India and Ministry of HRD 's illegal and illogical move of reservation to OBCs.

Thank You all for being with us in thsi fight for Equality.

All my fellow indians (iitians here), its the time to raise the united voice against this tyrranic decission of Caste based reservations.

We have to end a period of ill fortune. Are we brave enough & wise enough to accept the challenge of the future and that future is not one of ease or resting but of incessant striving so that we might fulfil the pledges we have so often taken and the One we shall take today. At this Moment, We take the pledge of dedication to the service of India and her people and to a larger cause of equality.

To the people of India, we appeal to join us with faith and confidence in this great quest for justice. This is no time for petty & destructive criticism, no time for ill-will or blaming others. We have to build the noble mansion of free India where all her children may dwell with honour.

CALL FOR ACTION - FOR A UNITED NATION

The Youth for Equality (YFE), young people including students of IIT Bombay, Medical Colleges and Universities across the country, call for a PROTEST against the Government of India’s proposed HIKE IN RESERVATIONS.

Are you aware: There are Demonstrations and Hunger Strikes in progress at central educational institutes all across India.

The Reason: The PARTITION of India in the name of reservation.

The Government’s proposed policy will cause 49.5% of ALL SEATS in ALL INSTITUTES OF HIGHER EDUCATION to be allocated on the BASIS OF CASTE, including institutes such as the IITs, IIMs and AIIMS. For example, if the total number of seats is 1 lakh, then 50,000 students will be admitted purely on the basis of their caste as compared to 22,500 in previous years.

The Dangers: (1) The DIVISION of India in the name of CASTE.

(2) SEVERE DAMAGE to the repute of these world renowned institutions.

(3) Deserving candidates will be DEPRIVED of an education in these institutes in future years.

Agitation: There will be TREMENDOUS LOSS to India’s competence and people through these policies. This new policy has been slapped on the nation, WITHOUT CONSULTING the youth of India. This signals the DEATH OF DEMOCRACY in India. Students of institutes of higher education all over India, have been protesting against this UNREASONABLE attitude of the Government through hunger strikes and demonstrations.

Appeal: This policy harms not only the students of these institutes but the entire nation. It harms aspiring students, parents who have put in a lifetime’s effort trying to secure a future for their children, young professionals who wish to see India progress and prosper, the aged who have helped India come this far and those economically backward families who, if anyone, DESERVE reservation. If we continue to sit idle, we will be held responsible for the bleak future of generations to come.

If you believe that India should not be divided in the name of caste, if you believe that the nation’s progress is everyone’s priority, then RISE! AWAKEN! JOIN US IN OUR PROTEST AGAINST THE HIKE IN QUOTAS! Protests will be held against this new reservation policy across the country on 28th May. Resignation letter of Pratap Bhanu Mehta, Member Convener of the Nation

Dear Prime Minister

I write to resign as Member-Convener of the National Knowledge Commission. I believe the Commission's mandate is extremely important, and I am deeply grateful that you gave me the opportunity to serve on it. But many of the recent announcements made by your government with respect to higher education lead me to the conclusion that my continuation on the commission will serve no useful purpose.

The Knowledge Commission was given an ambitious mandate to strengthen India's knowledge potential at all levels. We had agreed that if all sections of Indian society were to participate in and make use of the knowledge economy, we would need a radical paradigm shift in the way we
thought of the production, dissemination and use of knowledge. In some ways this paradigm shift would have to be at least as radical as the economic reforms you helped usher in more than a decade ago. The sense of intellectual excitement that the commission generated stemmed from the fact that it represented an opportunity to think boldly, honestly and with an eye to posterity.

But the government's recent decision (announced by Honorable Minister of Human Resource Development on the floor of Parliament) to extend quotas for OBCs in central institutions, the palliative measures the government is contemplating to defuse the resulting agitation, and the process employed to arrive at these measures are steps in the wrong direction. They violate four cardinal principles that institutions in a knowledge based society will have to follow: they are not based on assessment of effectiveness, they are incompatible with the freedom and diversity of institutions, they more thoroughly politicise the education process, and they inject an insidious poison that will harm the nation's long-term interest.

These measures will not achieve social justice. I am as committed as anyone to two propositions. Every student must be enabled to realise his/her full potential regardless of financial or social circumstances. Achieving this aim requires radical forms of affirmative action. But the numerically mandated quotas your government is proposing are deeply disappointing, for the following reasons.

First, these measures foreclose any possibility of more intelligent targeting that any sensible programme should require. For one thing, the historical claims of the Scheduled Castes and Scheduled Tribes and the nature of the deprivations they face are qualitatively of a different order than those faced by Other Backward Castes, at least in North India. It is plainly disingenuous to lump them together in the same narrative of social injustice and assume that the same instruments should apply to both. It is for this reason that I advocated status quo for Scheduled Castes and Scheduled Tribes until such time as better and more effective measures can be found to achieve affirmative action for them.

Some have proposed the inclusion of economic criterion: this is something of an improvement, but does not go far enough. What we needed, Honorable Prime Minister, was space to design more effective mechanisms of targeting groups that need to be targeted for affirmative action. For instance, there are a couple of well-designed deprivation indexes that do a much better job of targeting the relevant social deprivations and picking out merit. The government's action is disappointing, because you have prematurely foreclosed these possibilities. In foreclosing these possibilities the government has revealed that it cares about tokenism more than social justice. It has sent the signal that there is no room for thinking about social justice in a new paradigm.

As a society we focus on reservations largely because it is a way of avoiding doing the things that really create access. Increasing the supply of good quality institutions at all levels (not to be confused with numerical increases), more robust scholarship and support programmes will go much further than numerically mandated quotas. When you assumed office, you had sketched out a vision of combining economic reform with social justice. Increased public investment is going to be central to creating access opportunities. It would be presumptuous for me to suggest where this increased public investment is going to come from, but there are ample possibilities: for instance, earmarking proceeds from genuine disinvestment for education will do far more for access than quotas. We are not doing enough to genuinely empower marginalised groups, but are offering condescending palliatives like quotas as substitute.All the measures currently under discussion are to defuse the agitation, not to lay the foundations for a vibrant education system. If I may borrow a phrase of Tom Paine's, we pity the plumage, but forget the dying bird.

Second, the measures your government is contemplating violate the diversity principle. Why should all institutions in a country the size of India adopt the same admissions quotas? Is there no room at all for different institutions experimenting with different kinds of affirmative action policies that are most appropriate for their pedagogical mission? How will institutions feel empowered? How will creativity in social justice programmes be fostered, if we continue with a "one size fits all" approach? Could it not be that some state institutions follow numerically mandated quotas, while others are left free to devise their own programmes? The government's announcement is deeply disappointing because it reinforces the cardinal weakness of the Indian system: all institutions have to be reduced to the same level.

Third, and related to diversity, is the question of freedom. As an academic I find it to be an appalling spectacle when a group of ministers is empowered to come up with admissions policies, seat formulas for institutions across the country. While institutions have responsibilities and are accountable to society, how will they ever achieve excellence and autonomy if basic decisions like who they should teach, what they should teach, how much they should charge are uniformly mandated by government diktat? As you know, more than anyone else, the bane of our education institutions is that politicians feel free to hoist any purpose they wish upon them: their favourite ideology, their preferred conception of social justice, their idea of representativeness, or their own men and women. Everything else germane to a healthy academic life and effective pedagogy becomes subordinate to these purposes. Concerned academics risked a good deal, battling the previous government's instrumental use of educational institutions for ideological purposes. Though your objectives are different, your government is sending a similar message about our institutions: in the final analysis, they are playthings for politicians to mess around with.

Nations are not built by specific programmes, they are built by healthy institutions, and the process by which your government is arriving at its decisions suggests contempt for the autonomy and integrity of academic life. Your government has reinforced the very paradigm of the state's relations with educational institutions that has weakened us. In this process, the arguments that have been coming from your government are plainly disingenuous. It is true that a constitutional amendment was hastily passed to overturn the effects of the Inamdar decision. At the time I had written that the decision was property rights decision that was trying to unshackle private institutions from an overbearing state. But since the state had already displaced its responsibilities to the private sector it decided that the ramifications of Inamdar would be too onerous and passed a constitutional amendment. One can quibble over whether this amendment was justified or not. But even in its present form it is only an enabling legislation. It does not require that every public institution has numerically mandated quotas for OBCs. To hear your government consistently hiding behind the pretext of the constitutional amendment is yet another example of how we are foreclosing the fine distinctions that any rigorous approach to access and excellence requires.

Finally, I believe that the proposed measures will harm the nation's vital interests. It is often said that caste is a reality in India. I could not agree more. But your government is in the process of making caste the only reality in India. Instead of finding imaginative solutions to allow us to transcend our own despicable history of inequity, your government is ensuring that we remain entrapped in the caste paradigm. Except that now by talking of OBCs and SC/STs in the same narrative we are licensing new forms of inequity and arbitrariness. The Knowledge Economy of the twenty-first century will require participation of all sections of society. When we deprive any single child, of any caste, of relevant opportunities, we mutilate ourselves as a society and diminish our own possibilities. But, as you understand more than most, globalisation requires us to think of old objectives in new paradigms: the market and competition for talent is global, institutions need to be more agile and nimble, and there has to be creativity and diversity of institutional forms if a society is to position itself to take advantage the Knowledge Economy. I believe that the measures your government is proposing will inhibit achieving both social justice and economic well-being.

I write this letter with a great deal of regret. In my colleagues on the Knowledge Commission you will find a group that is unrivalled in its dedication, commitment and creativity, and I hope you will back them in full measure so that they can accomplish their mission in other areas. I assure you that the commission's functioning will suffer no logistical harm on account of my departure.

I recognise that in a democracy one has to respectfully accede to the decisions of elected representatives. But I also believe that democracies are ill-served if individuals do not frankly and publicly point out the perils that certain decisions may pose for posterity. I owe it to public reason to make my reasons for resigning public. I may be wrong in my judgment about the consequences of your government's decisions, but at this juncture I cannot help concluding that what your government is proposing poses grave dangers for India as a nation. On this occasion I cannot help thinking about the anxieties of a man who knew a thing or two about constitutional values, who was more rooted in politics than any of us can hope to be, and who understood the distinction between statesmanship and mere politics: Jawaharlal Nehru. He wrote, "So these external props, as I may call them, the reservations of seats and the rest, may possibly be helpful occasionally, but they produce a false sense of political relation, a false sense of strength, and, ultimately therefore, they are not so nearly important as real educational, cultural and economic advance which gives them inner strength to face any difficulty or opponent." Since your government continues to abet a politics of illusion, I cannot serve any useful purpose by continuing on the Knowledge Commission under such circumstances.

Hunger strike enters its 5th day in IIT Bombay by the students.

Awareness Creation programme - Under this programme students from IIT Bombay are spreading around in Mumbai to make people aware about the political dirty game that government is playing to divide India. It is not that just the students at IIT Bombay will be affected. The common man, a student in school, the parents who dream about the bright careers of their students, the professors who teach in this institutes, the people from backward classes who are still wating for bread and primary education,for whose upliftment government should have shown comittment, all such people are going to get affected. Students will distribute phamplets urging people to start protesting in their capacity and join the movement to force the government to show honesty and sincerity in its agenda.

Mumbai Chalo Maha-Rally has been scheduled for Sunday 28 May 2006 at 4 p.m. at Azad Maidan. Direct Questions to Indian Government

The people of India Demands government to clear its stand on the following questions and Issues raised:

Why Government has ignored some important recommendations in the mandal commission report. For Exmaple. the mandal commission suggested for focusing on formative education by opening a large number of primary and secondary schools. Why such recommendations had been ignored ?
Has government ever collected statistics about the caste/ creed classes and their social political and economical status in recent years. ? If not then they should because for any developing countries its policies have to be very accurate to meet the changing requirements of the society.
Are 25 years old recommendations valid in the context of today's India, when census reports shows that the standard of living has changed and per capita income has increased. This and many other facts challenges the old definition of the OBC and also raise a question whether all the classes currently in OBC are backward or not?
Why creamy layer concept is not implemented propoerly and applied to all reservation categories. If a person and all his descendants are life time considered to be SC/ST/OBC by the government, then, is government committed towards Social Equality? Why government should not be put behind bars for naming a section of society as backward based on caste and dividing the society?
Has government ever evaluated or defined any metric to evaluate how far the social upliftment have reached on the basis of reservation ?
In the growing environment, how far it is valid to snatch opportunities from a section of Society to provide opportunities to others.
How long the government thinks India needs reservation. Reservation is a policy that inspires dependence rather than empowerment. Government should think of proposing a concrete plan with time lines showing the complete phase out of reservation scheme to ensure and generate confidence in its comitment towards social equality.
Why had been government overlooking the infrastructural requirements over last 35 years when it understands that there is a need for more resources for upliftment of a section of society. Why only one IIT has been opened since last 35 years ?
We do not surrender to the proposed incremental implementation of the OBC quota. This proposal is selective appeasement of all sections of society. For backward classes it is based on percentages and for general class it is based on seats.
Had Government ever evaluated and focused on the reports provided by the educational system, about why the seats in 22.5 % reservations remain vacant to a large percentage. Why the reservation category people who joins under reservation, have a high rate of being thrown out of elite institutes, or gets a low CPI scores. Have you ever gone into exploring that they still lack preparation in their formative years to reach and capitalize opportunities in Elite Institutes. Do you know that their failure to cope up with the curricular requirements, is quoted as discrimination against them by some people and the whole nation is being misleaded. We urge government to fulfill its responsibility by finding out the reasons to the problems of the reserved category people, and work more sincerely and concretely for the upliftment of them in their formative years so that they gain capability to prove their merit and hence perform better in the ELITE institutes.
People including government challenge merit should not be the criteria for selection of reserved category people. Can government explain why Merit should not be the reason for admission to any institute. And if you justify that merit is not the criteria, how you justify the existence of JEE and GATE. Why a person getting 1% less than the cutoff is considered to be ineligible for admission on the ground of merits, if a person (in case of reservation) getting 2/3 marks of the cutoff is considered for admission, arguing that marks /merit does not represent the capability of student to get education. We as a citizen of India demand the opportunity for all such people who are being deprived education in elite institutes on the name of merit if the criteria does not hold for a section of society. In this competitive and fast developing India, it is highly undesirable to have double standards in educating the society.
Is caste a correct approximation to the backwardness ? Can there be better approximations to backwardness? Can government statistically prove that all the classes brought in OBC are really backward and needs reservation.
Why had government and all politicians ignored the views of one of the founder member of the constitution, Pandit Jawahar Lala Nehru, when you all claim to follow his ideology. In a later addressed to the chief Minister, on 27 jun 1961, that means, some years after practicing the reservation based on caste, he realized that reservation based on caste is not going to work for India and will lead to second rate and third rate generations and will not lead to social equality. He suggested to provide reservation on the basis of economic backwardness and provide all kind of social political and economic help in terms of scholarships trainings and free education, but not at the compromise of merit. I like to draw your attentions towards the point no 24, 25 26 in his letter and demand an explanation why the government had been ignoring his views for so long, when he is considered to be a great visionary of a modern and developed India.
We like to draw your attention towards the Interview that HRD minister gave in Public to CNN, which has brought shame to the country across the world. It is clear from his interview, that a minister had taken decision totally ignoring the facts and figures, without updating the statistics. His answers to at least seven questions, which an HRD minister should have answered, was “I don't know”. Its shame on part of a minister of Indian government that he does not have answers to the question of People. For other important questions, he escapes by saying Prime Minster can only answer. We urge you Mr. Prime Minister to ask Mr. Arjun Singh to resign immediately from his post on showing such a irresponsible behavior. We demand you to act as acting HRD minister since you are answerable to most of the common questions of the public and demand you to answer all the questions being asked in the Interview. If you even don't have answers, then as a Citizen of India, we demand a resignation from the UPA government for the failure of having answers to the majority of the question being raised by the public.

Youth For Equality - IIT Bombay Chapter

- Friday 19th May: Human Chain of around 500 IITians outside the main-gate of our campus.

- Saturday 20th May: Common rally with YFE Mumbai at Shivaji Park followed by Candle Light stand. We took a promise not to vote for any govt. which attempts to divide the people on the basis of caste.

- Sunday 21st May: We joined the rally organized by IMA (Indian Medical Association) Mumbai Chapter at Patkar Hall, near Bombay Hospital. Prominent people like Dr. Anjali Chabaria, Lioness Bhavna Shah, Film Maker Ashok Pandit and many senior doctors addressed the gathering followed by a march from Patkar Hall to Azad Maidan.

Charter Of Demands

1. Rollback of recently proposed 27% hike in reservation seats in Elite Institutes.

It is based on the recommendation of the Mandal commission, that has submitted its report in December 1980 which is based on very old statistics which might not hold in the fast developing society as of India.

The then, Congress Government, lead by Mrs. Indira Gandhi, ignored the recommendation, Next government by Mr. Rajiv Gandhi also ignored it, and finally for some political reasons, V. P. Singh's Government passed it inspite of agitation from some sections of the society(including the Congress Party itself).

The statistics on which the Mandal commission submitted its report are based on a very old census. And so, the section of society challenges the validity of the recommendation in the current socio-economic setup. Government should generate confidence by proving the need of 27 % reservation in present social scenario.

Also the OBC definition has been diluted for political interests by the various state governments and in current scenarios we don't feel that the current definition represents the really backward people.

Mandal commission had been selectively implemented for political gains. Out of more than a dozen recommendations only the one related to reservations was picked up.

2. Formulation of a non-political judicial committee to look again into the need and implementation details and effects of the proposed reservation hike.

The decision seems to be politically motivated by the vote bank policy.
If government is comitted to work for the social upliftment of the backward classes, then it should allow Supreme court to formulate a judicial committee to re-analyze the needs of the society in the current socio- economical setup.
This committee should inquire into the fact that the classes that have been brought under OBC are really backward with statistical support. If class and caste is supposed to be the criteria for reservation, then also, we expect government to ensure that only those classes remain under reservation category for which a majority of people have been deprived.
Such a committee should comprise of members from all sections of society including OBC/SC/ST/General category.
The comittee should decide upon the need and form of the reservation for OBC, if required.

3. We demand a complete probe and analysis of the existing reservation system in India.

In India, We had been practicing the reservation system for last more than 50 years. We want government to study and review the efficacy and efficiency of the reservation system as an affirmative action for the upliftment of the society.
The review must focus on all aspects of the reservation system and should be based on the statistics collected for the modern Indian society. Like Five year plans, The government should have reviewed the performance of the reservation system and take necessary actions to improve the efficiency of the reservation system.
For better upliftment we want government to setup a commission that conducts all surveys and generate statistics to answer the questions that the people of India irrespective of caste/creed religion would like to know. Based on this data government should update the current implementation and provisions in the reservation system to meet the requirements of the modern Indian society.
We also demand the government to declare a clear programme for upliftment with targets and road maps and conduct evaluation of the education system periodically. This effort on part of government makes sense and is utmost required to focus its plans and provisions for the faster upliftment of the society.
